What are the numbers and profile of elderly Muslims residing in such care homes?
In which care homes are they staying in?
What kind of spiritual, physical and/or mental needs do they need and want? We should be person-centric ie. ask what the elderly wants and not what we think they should have.
There should be a family and institutional discussion about this matter about the well-being of the elderly.
You want employees to be "well-equipped" what does that mean? Possible, just pay more for such a service. Afterall employees are in the employment of the Home!
But if you are talking about elderly who are "tunggal", without any next of kin, then we still should ask what that elderly wants. But if the individual suffers from mental comorbidity (dementia, PD) then it is a bigger challenge for the carers.
